The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from different nations. Immense energy is devoted on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from across the border, a ability provided through up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming cruise missiles flew past – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, probably provided by Western nations. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new proposal from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to force Russia to surrender the land that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its advantage.

Present Conditions

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
